A complaint was made to the USPA on October 9, 2016 regarding a By-Law 11(e)(1) violation. The Complaint was made against Manuel Questel for violations of Outdoor Rules 26 (Dangerous Riding) and 27 (Rough or Abusive Play) of the United States Polo Association Rules of Outdoor Polo. An expedited hearing was held at Santa Barbara Polo & Racquet Club on October 17, 2016. The hearing committee found Mr. Questel to be in violation of Outdoor Rules 26 and 27, and recommended that he be expelled from USPA membership. The Board approved this recommendation on November 1, 2016. Mr. Questel is required to pay the USPA a sum of $8,532.18 within 30 days of the final order. He may reapply for membership after five years.

The suspension of USPA Tournaments and Events will be lifted for USPA Member Clubs in locales where hosting polo matches and tournaments is permitted under applicable state and local laws, executive orders and similar decrees. The USPA Member Clubs in these locales are encouraged to follow all such requirements of their state and local authorities with respect to polo operations. In addition, we also encourage all USPA Member Clubs to take the precautions recommended by the CDC. We are preparing a detailed list of best practices for USPA Member Clubs as they return to hosting USPA Tournaments and Events and plan to circulate these guidelines within the next week. We will continue to monitor the COVID-19 situation closely and will notify you if we determine a different course of action is necessary.
